OAS election highlights regional tensions

As this issue went to press, the 34 member states of the Organization of American States (OAS) were trying once more to elect a secretary general. On 11 April the election ended in a tie after five rounds of voting, with the two candidates, Chile's interior minister, José Miguel Insulza and Mexico's foreign minister, Luis Ernesto Derbez, receiving 17 votes each.
